From April 21 to 22, the“2016 National Nonferrous Metals Mining and Metallurgy Practical Technology and Equipment Conference”hosted by Changsha Nonferrous Metals Institute was successfully held at the Modern Gloria Grand Hotel in Changsha. In response to the development of China's non-ferrous metal industry under the new normal situation, Shang Fushan pointed out at the meeting that in 2015, China's non-ferrous metal industry entered a difficult period due to multiple factors at home and abroad, and the institutional contradictions of overcapacity and market oversupply gradually emerged. The business pressure and risks of the company have increased, and the situation is grim. The "Thirteenth Five-Year Plan" period is a crucial period for China to enter the ranks of the world's non-ferrous metal industry powers. Opportunities and challenges coexist. How to actively seize opportunities and meet challenges and strive to transform and upgrade, improve quality and efficiency, is a very realistic issue facing the whole industry.
In this regard, Kang Yi put forward his own strategic thinking on the development of the industry during the "13th Five-Year Plan" period. He pointed out that during the "13th Five-Year Plan" period, China's non-ferrous metal industry should establish a new concept of green development, innovation and development, coordinated development, and shared development, lead the development of the industry, implement the spirit of the Central Economic Work Conference, and complete the de-capacity and destocking. De-leverage, cost reduction, and complement the five tasks of the board. In this process, the industry must firmly grasp the opportunities of state-owned enterprise reform, grasp the development direction of innovation-driven, talent-oriented, green development and high-end development, strengthen resource security, and do a good job in international capacity cooperation.
“Overcapacity is serious, return on investment is falling, and corporate debt is increasing. Steel, coal, and nonferrous metals have become one of the most difficult industries. In the next few years, this situation is unlikely to change fundamentally.” Gu Desheng worries about the development of the mining industry. He pointed out that China's metal mining industry has two major problems. First, although China is the world's largest metal mining country, it is also the country with the lowest resource reserves and the largest reserve-production ratio of bulk minerals. Second, China is the world's largest metal consumption. The country, but it is the country with the largest import of bulk metal minerals. Today, the negative effects of the two major problems are increasingly prominent. Gu Desheng believes that China must re-recognize the industrial positioning of the mining industry and improve mining-related policies and regulations. It is of vital importance to position the mining industry as the primary industry, and to formulate strategic plans for this purpose, vigorously improve the level of mineral resources protection and enhance the basic competitiveness of the mining industry; develop mining equipment manufacturing industry, change the relatively backward situation of underground mining equipment, and develop deep minerals. Resources, vigorously promote the frontier research of mining science and technology; develop the "regional mine" model, and promote the development of small and medium-sized mines.
